BYLAWS OF THE AKARANA GOLF CLUB INC.
1. ETIQUETTE OF GOLF
The etiquette of golf as printed in the Rules of Golf shall be observed at all
times. In addition:
1. Walk smartly between shots and between holes.
2. Do not mark cards on greens or on the next tee if you are holding
up play.
3. Call through the following group as soon as it becomes apparent a
ball will not be readily found. Do not wait until 5 minutes have
elapsed before doing so.
4. Do not leave trundlers or carts in front of greens and do not take
them between greens and bunkers or on to any teeing grounds.
5. Do not do anything to distract other players whilst they are playing a
stroke.
6. Be conversant with the Rules of Golf and the Local Rules of the
course you are playing.
2. RULES OF GOLF
Members should make a thorough study of the Rules of Golf to ensure
that they are observed. Local Rules for play at Akarana are printed in
abbreviated form on the score card and are shown in full on the various
notice boards. These may be varied from time to time and will be posted
upon the notice boards over the signature of the Golf Manager or Club
Captain.
3. WOMEN’S SECTION
1. These by-laws shall be read in conjunction with, and shall be in
general subject to the provisions of the registered Rules and By-laws
of the Akarana Golf Club Inc.
2. The women’s Golf Committee, elected pursuant to Rule 19 of the
Constitution, shall be responsible for the administration and running
of the Women’s golf programmes within the Akarana Golf Club Inc.
3. The women’s golf programme shall be organised into three
competition groups:
1. Eighteen hole weekday
2. Eighteen hole weekend
3. Nine hole
4. At the time of paying, or organising the payment, of their
subscription for the ensuing year, all full playing women will
nominate either weekday or weekend as their principal competition
group.
5. Each year, within two weeks of the Annual General Meeting of the
Club, the eighteen hole weekday group will meet to elect the
Weekday Vice Captain. The eighteen hole weekend group will meet
to elect the Weekend Vice Captain. The nine hole group will meet to
elect the Nine Hole Convenor. Each of these meetings will be called
and chaired by the incumbent.
6. The Vice Captains will be Full Playing financial members of the
competition group at the time of the election, and each will be
proposed and seconded by Full Playing financial members from their
competition group.
7. The Nine Hole Convenor will be a Nine Hole financial member at the
time the election, and will be proposed and seconded by Nine Hole
financial members.
8. The women’s Golf Committee may empower sub-committees, made
up of financial members of each of the three competition groups in
By-law 3-3, to administer each of their respective competitions. In
that event, the chairperson will be the elected Vice Captain or
Convenor.
9. Any Sub-Committee elected pursuant to By-law 3-8 will operate
under the supervision, and within the powers delegated to them by
the women’s Golf Committee.
A golf “Protest” or complaint will be dealt with by the Club Match
Committee. Other complaints or matters relating to the administration of
Women’s golf, within the Club will be initially addressed to the women’s
Golf Committee, through the women’s Club Captain.
4. PLAYING RIGHTS
Playing Rights for all categories of Membership and Green Fee players are
printed elsewhere in this Programme Booklet. Green Fees will be set by the
Board from time to time.
5. SLOW PLAY
Slow play will not be tolerated. The Golf Committee will arrange for Marshals
to patrol the course and may impose penalties as per Rule 6.7. It is
recognised that some groups play exceptionally quickly and the margin
between groups will not be the sole factor that will determine whether a
player or players will be subject to a penalty. A Group will be considered to
be playing slowly when it is:-
a) over a hole behind the preceding group AND
b) is averaging over 12.5 minutes per hole
6. PROGRAMME
The Club events will be played as printed in the Official Programme Book.
Special circumstances, such as weather, course conditions etc. may require
changes which will be notified.
7. CARDS
For all stroke play competitions and matches which continue past the 13th
hole, a card MUST be returned correctly completed in terms of Rule 6.6. of
the Rules of Golf. Cards must be returned to the competition card box or
other designated point IMMEDIATELY the round is completed. Failure to
do so will result in disqualification. Members attention is drawn to the
correct method of keeping score, with the player marking his opponent’s or
fellow competitor’s card and vice versa. This should be done at the
completion of each hole but keeping in mind Etiquette No.2. It is the player’s
responsibility to ensure that the card is correctly completed with handicap,
member number, data and course played, together with the hole by hole
scores shown, and duly signed as correct by player and marker.
8. MATCHES
The recommended Rules of the Auckland Golf Association shall be
supplementary to these bylaws.
1) All finals including Club Championships shall be played over 36 holes,
excepting the Age Group Championships and the C Grade Club
Championships which shall be played over 18 holes.
2) In four ball matchplay events, each side may substitute once during the
progress of the event, but not in the final. Approval to play a
substitute must be given by the Golf Committee.
3) In Club Competitions, all matches and rounds shall be played on the
dates specified in the programme and at all times specified on the
starting sheets. Matchplay starting times are allocated and qualifiers
have a duty to ascertain their times. In special circumstances and only
by mutual consent matches may be played at an alternative time
and/or date provided the Golf Committee has given approval.
In the absence of an approved alternative arrangement, the player or
side present and prepared to play at the designated time shall, in the
absence of the opposing player or side, be declared the winner by
default.
4) In the case of disputes, the decision of the Golf Committee shall be
final.
9. PROTESTS
When it is intended to protest, the player should, as well as complying with
the Rules of Golf, notify the Golf Manager or a member of the Golf Committee
that a protest is intended. Unless this is done immediately after the
completion of the round, the protest may not be considered. In the absence
of the Golf Manager or member of the Golf Committee, the score card used
for the match or round should be marked “PROTEST”.
10. COUNTBACKS
All Club Competitions
1) In an 18 hole competition matching cards is used to determine the
winner using the last 9 holes. If there is still a tie, then the last 6, then
the last 3, then the 18th hole are used.
2) In Competition greater than 18 holes a countback matching cards is
made using the last 18 hole score. If there is still a tie then the last 9,
6, 3, or 1 hole(s) of the 18 hole score are used.
3) In all cases, if the tie is then still unresolved, then a hole by hole
countback of the last nine holes starting at the 18th hole will be made.
If there is still a tie after this procedure then the result shall be
decided by lot.
4) In handicap stroke play competition, one half, one third, one sixth etc
of the course handicaps should be deducted proportionately, for
example 9 holes – one half, 6 holes – one third, 3 holes – one sixth
etc. Fractions will not be disregarded.
5) If there is a multiple tee start, regardless of the starting hole, the last
9 holes, last 6 holes etc is considered to be holes 10-18, 13-18 etc
11. STARTING SHEET
In fairness to all, Players should not reserve times unless they are
reasonably certain of playing at the time stated. Matchplay times will
be allocated. Duplicate entries will be despatched at the Starter’s discretion.
Players must report to the Starter at least 10 minutes prior to the designated
starting time and be ready to play when called. Those not doing so have no
standing until those booked after them have left the tee.
If you are unable, for any reason, to make your booked starting
time, common courtesy requires that you advise the starter (Pro
Shop) of this fact to enable the starter to make alternative
arrangements for your fellow players or opponents. The Starter has
been charged by the Golf Committee to rearrange groups, if
necessary, to make the best use of the starting times available and
to accommodate as many members as possible.
In terms of Rule 6.3 of the Rules of Golf, in the absence of circumstances
which warrant the waiving the penalty of disqualification provided in Rule
33.1, if a player arrives at the starting tee, ready to play within 5 minutes of
the allocated time, then the penalty will be reduced to two strokes in medal
play and the loss of the first hole in Matchplay. After the 5 minutes have
elapsed, the penalty is automatic disqualification.
12. COURSE RESTRICTIONS
During the winter months, there may be restrictions imposed on the use of
electric carts and/or trundlers (especially width of wheels). Such restrictions
will be displayed on the notice boards. The decision on whether or not the
course be closed on any particular occasion, for whatever reason, shall be
made by the Club Captain, Course Superintendent, Golf Manager or their
appointed deputy, and they may, at their discretion, close the course to
visitors on any occasion. At all times, trundler or electric carts must not be
taken on or within defined areas around greens and bunkers and must not be
left unattended in the line of play.
Steel spiked shoes are prohibited, and golf shoes with “soft spikes”
must be worn.
13. SUBSCRIPTIONS
Subscriptions are due on 1st October in any year, and if a member has not
paid in full, or lodged an automatic payment form with the office by 31st
October, then membership shall cease, ipso facto. Should a member
paying by automatic payment miss a payment the full subscription
becomes payable within 14 days. Nevertheless, the defaulting
member shall remain liable to pay any overdue subscription or other
fees.
14. LOUNGE
Lounge and bar hours posted from time to time in the Clubhouse under the
authority of the Board shall be strictly observed by members. All members
must be in possession of their membership cards whilst in the lounge during
licensed hours, and their guests must be signed in at the book by the
entrance. The lounge MUST be vacated 30 minutes after last drinks
call by Duty Bar Manager.
15. CAR PARKING
Members shall not park their cars in the areas set aside for Life Members,
Board & Committee members or the staff.
16. DRESS
Members and their guests must observe the dress rules for the course and in
the lounge, as displayed on the notice boards.
17. TRESPASSERS
Trespassers are prohibited and enter the club’s property at their own risk.
Members are requested to ask any unauthorised persons to leave the course.
Balls should not be purchased from any unauthorised person on or in the
vicinity of the course. Members are reminded of the commonsense practices
of locking their cars, removing the keys from locks, and not leaving purses or
other valuables visible within their vehicles. Suspicious persons on club
property must be reported.
18. JUNIORS
1) Junior members are 12 years of age and over but under 20.
2) Junior members move to Full Playing categories from the season
commencing 1st October following their 20th birthday. A Junior may be
admitted to Full Playing membership upon payment of appropriate
subscription, except that in the case where a member 21 years of age or
older is undertaking a full time course of study at any recognised Tertiary
Institution, he/she may make application to become a Student member until
such course of study is completed.
3) Members playing in the Junior category may play by invitation in some
events on the programme. This dispensation is a personal privilege
subject to review at any time. Junior Boys in the academy squad may play in
the Senior Club Championship and Winter Strokeplay Championship if they
hold a 10 or under handicap. They may also play with a Full Playing Member
only in the Keith Hay Cup, Paterson and Gold Cup. The Club Captain may, at
his discretion, allow Juniors to enter the field on Club days.
4) Juniors and Schoolboys/girls are not eligible for the Hole in One payout.
19. HOLE IN ONE
All adult members except Social and Country categories who hole in one in a
stipulated round on any NZGA registered Golf Course will have the ball
mounted and will be indemnified for up to $100 towards the actual cost of a
‘shout’.
20. PRACTISING
The practise green by the Greenstaff Compound may be used for chipping,
bunker play and/or putting. Use of the Tiger Range nets shall be under the
rules and at the price as set by the board from time to time. Members are
requested to be conscious of others using the facilities and take care not to
cause possible injury. Players using the course proper may not use more than
two balls. Tees and greens shall not be used for practice.
21. PRESENTATION OF TROPHIES
Trophies and Cups for Men’s’ events will be presented on the day. Trophies
and Cups for Women’s events will be presented at special prize giving days.
22. KITCHEN / BAR AREAS
The kitchen and bar areas are STRICTLY PRIVATE and Members must not
enter except by invitation.
23. COMPLAINTS
In no instance shall a servant of the Club be directly reprimanded by
a Member. All complaints on any matters relating to Club Management shall
be made in writing to the General Manager who shall submit them to the
Board Chairman.
24. MATCHPLAY RESERVES (NEW BYLAW)
For all Club Competitions
1) When there is a Qualifying Round to be played the 2 highest Non
Qualifiers (and only 2) from each Division shall become 1st and 2nd
reserves for the 1st round of Matchplay.
2) Therefore 8 Qualifiers with the 9th and 10th Qualifiers becoming the 1st
and 2nd reserves. 16 Qualifiers with the 17th and 18th Qualifiers becoming
the 1st and 2nd reserves.
3) The names of the Reserves shall be written on each Matchplay Draw.
4) If there is a withdrawal up to 3hrs prior to the commencement of
Matchplay Matches a Reserve will be called on.
5) Withdrawals after this will result in the other competitor being declared
the Winner.
6) Reserves will replace withdrawals in their Match as per the original draw.
25. MOTORISED VEHICLES CARRYING PEOPLE (MVCP) (NEW BYLAW)
For all Club Competitions
1) (MVCP) will only be available in competitions to members who produce a
current medical certificate (Dated within 2 weeks) *
2) Use of a MVCP for a specified period can be made in writing, with
medical backup to the Club Captain, Women’s Club Captain or the Golf
Manager for approval.
3) No other player shall travel in the cart.
4) All Motorised Vehicles Carrying People are subject to the Clubs Course
Restrictions Bylaw.
26. GOLF COUSRE MEASURING DEVICES (NEW BYLAW)
For all Club Competitions
1) No GPS or golf course measuring device may be used in any Club
competitions.
